1. Quality requirements and conditions for being responsible for quality

The product quality shall be subject to a deduction system for exceeding the standard. The quality of the product provided by the supplier exceeds the index requirements, and the unit price shall be deducted for settlement. The specific methods are as follows:

1.Puyang Coal

(1) When 4000 kcal ≤ the low calorific value of the application base <4200 kcal, the purchase at a discount will be executed. The settlement price of the batch of products = contract unit price +4200X measured calorific value X0.97; when 3800 kcal ≤ the low calorific value of the application base <4000 kcal, the party has the right to refuse to receive the warehouse and make a return or exchange processing, the seller shall bear all the costs of the return and exchange, if the buyer agrees to receive, according to the settlement unit price = contract unit price = 4200X measured calorific value X0. 87 settlement.

(2) When 22% < received base moisture ≤24%, a price reduction acquisition will be implemented. The price reduction calculation method is: received base moisture is based on the quality standard, and the price reduction amount = contract unit price X (full moisture detection value-full moisture standard value).When the total moisture content of the incoming coal is > 2, the buyer has the right to refuse to accept the storage and process the return and exchange. If the storage has been stored, the price reduction will be implemented. The price reduction amount = contract price X (Full moisture detection value-full moisture standard value) X2.

(3) When the base total sulfur is received >0.9%, in principle, the return or exchange processing will be carried out, and if the goods have been unloaded, the price reduction processing will be carried out. The calculation method is: Dry base total sulfur exceeds the standard 0. 1% (the excess is less than 0.1%, still press 0. 1%) Deduction of 3 yuan/ton When the total sulfur content of the dry base is >1.1%, the buyer has the right to refuse to accept the warehouse and return the goods. If the warehouse has been stored, the price reduction will be implemented, and 1. (5) When 28%≤fixed carbon <30%, the batch of products will be deducted at 5 yuan/ton.

(6) When the ash content is >10%, the batch of products will be deducted at 5 yuan/ton.

2.Lu Liangmei

(1) When 3600 kcal ≤ the low calorific value of the application base <3800 kcal, the purchase at a discount will be executed. The settlement price of the batch of products = contract unit price + 3800X measured calorific value X0.97; when the low calorific value of the application base is <3600 kcal, the buyer refuses to access the library. If the buyer agrees to receive it, it will be settled at the settlement unit price = contract unit price + 3800X measured calorific value X0.87.

(2) When 28% < total moisture ≤30%, a price reduction acquisition will be implemented. The price reduction calculation method is: for each unit of total moisture received above the quantity standard, the price reduction amount = the contract unit price X (total moisture detection value-total moisture standard value).When the total moisture content of incoming coal is > 30%, the buyer has the right to refuse to accept the storage and process the return and exchange. If it has been stored, the price reduction will be implemented. The price reduction amount = the contract unit price (full moisture detection value-full moisture standard value) X2. 

(3) When the base total sulfur is received >0.5%, in principle, the return or exchange processing will be carried out, and if the goods have been unloaded, the price reduction processing will be carried out. The calculation method is: Dry base total sulfur exceeds the standard by 0.1% (the excess is less than 0.1%). 1%, still press 0. 1%) Deduction of 3 yuan/ton When the total sulfur content of the dry base is >0.7%, the buyer has the right to refuse to accept the warehouse and return the goods. (4) When 28%≤volatile content <30%, the batch of products will be deducted at 5 yuan/ton.

(5) When 28%≤fixed carbon <30%, the batch of products will be deducted at 5 yuan/ton.

(6) When the ash content is >12%, the batch of products will be deducted at 5 yuan/ton.

2. Quotation and payment settlement

1. The validity period of this bidding quotation is from October 26, 2021 to November 30, 2021. The price shall not be adjusted or changed during the validity period, and the bidder shall fully consider the market risks.

2. From October 26, 2021 to November 30, 2021, delivery will be made according to the delivery notice issued by the buyer. The supplier is responsible for transporting the goods to the company's factory yard and unloading the goods. The unloading fee shall be borne by the supplier.

3. The settlement method of this bidding and procurement: The buyer shall settle according to the quantity and quality of the delivery by the supplier, and the supplier shall issue a special value-added tax invoice (including 13% value-added tax special invoice) to the buyer according to the settled amount, and the buyer shall pay the payment to the supplier within 30 days after receiving the invoice.

3. Bid opening and bid evaluation

1. Bid opening time: November 1, 2021.

2. Bid evaluation method: The bidder shall negotiate the bid internally within 2 days from the deadline for bidding.

3. Notice of winning the bid: Within the validity period of the bid, the tenderer will notify the winning bidder in writing (notice of winning the bid).The notice is an effective part of the contract.

4. Signing of contract agreement

1. After receiving the notice of winning the bid issued by the tenderer, the winning bidder shall sign the contract negotiation at the time and place designated by the tenderer.

2. If the winning bidder fails to sign the contract agreement in accordance with the provisions due to the reasons of the winning bidder, the tenderer will be disqualified from winning the bid.In this case, the tenderer has the right to select the second bidder or the alternative bidder in order.
